This bill amends the existing laws regarding adequate public education in New Hampshire by redefining the policy and purpose of education financing. The current law, RSA 193-E:1, I-II, is repealed and replaced with new language that emphasizes the state's commitment to providing all students with the necessary knowledge and skills for successful participation in various societal systems. The new language also highlights the importance of community involvement and establishes a shared responsibility between state and local governments in delivering an adequate education. This collaborative approach allows for flexibility in educational methods and ensures that local school districts remain accountable to their communities.
Additionally, the bill modifies the criteria for what constitutes an adequate education by amending RSA 193-E:2-a, I(a). The phrase "Beginning in the school year 2008-2009, and for each year thereafter, the specific criteria and substantive educational program that deliver the opportunity for an" is replaced with "An," streamlining the language. The bill outlines specific learning areas that must be included in the school approval standards, such as English/language arts, mathematics, science, social studies, arts education, world languages, health and wellness, physical education, engineering and technologies, personal finance literacy, and computer science. Furthermore, it repeals and reenacts RSA 198:40-a, III, to clarify how the cost of an adequate education is calculated for municipalities based on the average daily membership of pupils. The act is set to take effect 60 days after its passage.
