It replaces the previous siting directives with a "reasonable efforts" standard, allowing manufactured homes to be located on individual lots, in manufactured housing parks, or in subdivisions, while ensuring that these homes comply with the same lot and zoning rules as single-family homes. The bill also consolidates rules for the expansion of existing manufactured housing parks, mandating that municipalities adhere to the NFPA 501A fire safety standards for parks that were in existence as of July 1, 2024.

Additionally, the bill addresses disaster housing by allowing homeowners whose residences have been damaged by fire or other disasters to place a manufactured home on their lot while rebuilding. This provision ensures that such occupancy can begin upon the issuance of a building permit and lasts for 30 days after a certificate of occupancy is granted. Importantly, the bill stipulates that these manufactured homes will not gain the status of a vested nonconforming use, thereby maintaining regulatory control. The effective date for this act is set for 60 days after its passage.
