This bill reestablishes the commission to study the incidence of post-traumatic stress disorder (PTSD) in first responders, with a specific focus on whether such disorders should be covered under workers' compensation. The commission will now include a new member from the New Hampshire comfort dog community, expanding its representation. The commission's duties have been modified to include studying succession plans for experienced first responders, the establishment of standardized peer programs, and any other relevant matters deemed appropriate for study. The commission will consist of various appointed members, including representatives from legislative bodies, safety and labor departments, and first responder organizations.

Additionally, the bill repeals the previous statute, RSA 281-A:17-e, and reenacts it with the updated provisions. The commission is required to submit an interim report by November 1, 2026, and a final report by November 1, 2027. Legislative members will receive mileage reimbursement for their participation, and the commission will elect a chairperson from among its members. The effective date for the repeal of the previous statute is set for November 1, 2027, while the rest of the act will take effect upon passage.
