This bill appropriates a total of $50,000,000 to the Department of Environmental Services for capital expenditures aimed at remediating per- and polyfluoroalkyl substances in the state's drinking water sources and wastewater residuals. Of this amount, $5,000,000 is specifically designated as a grant for the Southern New Hampshire Regional Water Interconnection Project, Phase 2B. Additionally, the bill allocates $325,000 to the Pillsbury Lake Village District for water system upgrades, which includes funding for piping upgrades, water filtration system improvements, and other water system enhancements, as agreed upon by the Department of Environmental Services and the district.

The bill also makes several amendments to existing law, including the deletion of references to "loan" costs associated with the upgrades and the phrase "New Well Development," replacing it with "Water System Improvements." The governor is authorized to draw funds from the treasury for these appropriations, which are nonlapsing, meaning they will not expire at the end of the fiscal year. The act is set to take effect on July 1, 2026.
