This bill establishes an Advisory Council on the System of Care for Healthy Aging in New Hampshire under the State Commission on Aging. The council's primary objectives include improving the well-being of older adults and caregivers, identifying cost-saving opportunities, and advising the Department of Health and Human Services on the implementation of specific statutes related to healthy aging. The council will be co-chaired by the director of the division of long-term supports and services and a member of the state commission on aging, with additional members appointed to represent diverse perspectives, including older adults, family caregivers, and relevant agencies.

The council is tasked with meeting at least quarterly to review and make recommendations on various aspects of the system of care for healthy aging, including improving access to Medicaid long-term care benefits, addressing barriers to hospital discharge, and gathering data on long-term care services. It will also work with stakeholders to strengthen the direct care workforce and provide advice to key state officials on long-term services and supports. A summary of the council's activities and recommendations will be included in the commission's annual report. The act is set to take effect on July 1, 2025.
