This bill amends the structure and responsibilities of the New Hampshire Advisory Council on Career and Technical Education (CTE). It repeals the existing RSA 188-E:10-b and establishes a new composition for the council, which will now include a member of the Senate, two members of the House of Representatives, the state director of career and technical education, the commissioner of the department of business and economic affairs or their designee, the chancellor of the community college system or their designee, three CTE directors, one school board member, one SAU administrator, a representative from the Business and Industry Association of New Hampshire, four representatives from skilled trades or businesses related to CTE programs, and a high school counselor from a sending school district. The bill also stipulates that legislative members will receive mileage reimbursement and that appointed members will serve staggered three-year terms, with the possibility of reappointment for two additional terms.
The council's duties are expanded to include studying CTE, making recommendations for the statewide CTE program, and addressing various aspects such as access to CTE programs, recruitment and retention of skilled teachers, and alignment with workforce demands. The council is tasked with compiling annual metrics on student participation and success in CTE programs and will file an annual report detailing its findings and recommendations. The bill emphasizes the importance of collaboration between businesses, educational institutions, and CTE centers to enhance the effectiveness and accessibility of career and technical education in New Hampshire. The act will take effect 60 days after its passage.
