This bill amends the structure and responsibilities of the New Hampshire Advisory Council on Career and Technical Education (CTE). It repeals and reenacts RSA 188-E:10-b, establishing a new composition for the council that includes a mix of legislative members, state officials, representatives from educational institutions, and industry stakeholders. Specifically, the council will consist of one senator, two representatives, the state director of CTE, the commissioner of the department of business and economic affairs, the chancellor of the community college system, three CTE directors, a school board member, an SAU administrator, and various representatives from business associations and skilled trades. Members appointed under specific subparagraphs will serve staggered three-year terms, with the possibility of reappointment for two additional terms.

The council's duties will include studying CTE access and delivery, teacher recruitment and retention, and annual assessments of business and industry needs. It will also focus on fostering partnerships between industry and educational institutions, proposing legislative and administrative improvements, and establishing metrics for student success in CTE programs. The council is required to elect a chairperson, meet regularly, and file an annual report detailing its findings and recommendations by November 1 each year. The bill will take effect 60 days after its passage.
