This bill amends the structure and responsibilities of the New Hampshire Advisory Council on Career and Technical Education (CTE). It repeals the existing law and establishes a new composition for the council, which will now include a member of the Senate, two members of the House of Representatives, the state director of career and technical education, the commissioner of the department of business and economic affairs or their designee, the chancellor of the community college system or their designee, three CTE directors, one school board member, one SAU administrator, a representative from the Business and Industry Association of New Hampshire, four representatives from skilled trades or businesses related to CTE programs, and a high school counselor from a sending school district. The bill also stipulates that legislative members will receive mileage reimbursement and that appointed members will serve staggered three-year terms, with the possibility of reappointment for two additional terms.
The council's duties are expanded to include studying CTE, making recommendations for the statewide CTE program, reviewing access and delivery of CTE programs, identifying recruitment and retention barriers for CTE teachers, assessing business and industry needs, increasing partnerships, proposing technical assistance opportunities, and compiling annual metrics on various aspects of CTE. The council will elect a chairperson, meet at least every other month, and file an annual report of its findings and recommendations by November 1 each year. The bill will take effect 60 days after its passage.
