This bill amends the structure and responsibilities of the New Hampshire Advisory Council on Career and Technical Education (CTE). It repeals the existing RSA 188-E:10-b and enacts a new version that outlines the council's composition, which includes a mix of legislative members, state officials, CTE directors, and representatives from the business community. Specifically, the council will consist of one senator, two representatives, the state director of CTE, the commissioner of the department of business and economic affairs, the chancellor of the community college system, three CTE directors, one school board member, one SAU administrator, a representative from the Business and Industry Association, four representatives from skilled trades or businesses, and a high school counselor. Members appointed under certain subparagraphs will serve staggered three-year terms, with the possibility of two reappointments.
The bill also outlines the council's duties, which include studying CTE, making recommendations for statewide programs, assessing business and industry needs, and increasing partnerships between educational institutions and businesses. The council is tasked with compiling metrics related to student participation in CTE programs and will file an annual report detailing its findings and recommendations. Additionally, the council will elect a chairperson who will serve a maximum of two years, and meetings will occur at least every other month. The act will take effect 60 days after its passage.
