This bill introduces a new section, RSA 261:140-e, establishing a 5-year fleet vehicle registration program for fleets consisting of 25 or more in-service vehicles. Qualified registrants can opt for a common expiration date for all vehicles in their fleet, with registration credentials issued for a 5-year period. The program requires registrants to submit a current New Hampshire certificate of good standing from the secretary of state's office for initial enrollment and annually thereafter. If a registrant fails to maintain the required number of vehicles or is not in good standing, their fleet registration will be terminated, reverting their credentials to those of a non-fleet vehicle. Additionally, off-highway recreational vehicles and snowmobiles are excluded from this registration program.
The bill also outlines the procedures for calculating and collecting registration fees, which will be based on existing statutes and the International Registration Plan (IRP) if applicable. Municipalities will report any updates to mill rates and fees annually, and the division of motor vehicles will disburse collected municipal fees within 30 days. The director of the division is tasked with adopting rules for program administration, including enrollment and cancellation procedures. The act is set to take effect on January 1, 2026, and is expected to incur a one-time cost of $25,000 in FY 2026 for system changes, but it is projected to have no impact on overall state and local revenue from vehicle registrations.
