This bill amends the current law regarding the medical supervision of licensed registered nurses employed by the general court. It removes the oversight of the nurse from the department of health and human services and instead allows the nurse to operate within the scope of practice defined by the board of nursing and RSA 326-B, the Nurse Practices Act. The bill specifies that the general court will be responsible for equipping and maintaining a health service room in the state house, which will be staffed by a licensed registered nurse employed or contracted by the general court. The health service room will be open as directed by the chief operating officer of the general court, and the expenses will be charged to the joint expenses appropriation.
Additionally, the bill introduces provisions for the chief medical officer of the department of health and human services to issue standing orders for medications requiring a prescription for the employed or contracted nurse. It also provides legal protections for the chief medical officer, stating that they will not be subject to criminal or civil liability or professional disciplinary action when issuing standing orders in good faith and with reasonable care. The bill is set to take effect 60 days after its passage.
