This bill establishes new quorum requirements and meeting protocols for the State Health Assessment and State Health Improvement Plan Advisory Council, as well as the Commission on the Interdisciplinary Primary Care Workforce. Specifically, it amends RSA 126-A:88 to state that a majority of the appointed members shall constitute a quorum, replacing the previous requirement of twenty members. Additionally, it introduces provisions that require at least one-seventh of the total appointed membership to be physically present at meetings, while allowing members to participate remotely. Members participating remotely must be able to see and hear each other and the public, and their presence counts towards quorum and voting.

Furthermore, the bill mandates that all votes during meetings be conducted by roll call and allows public participation in remotely held meetings, including the ability to testify or ask questions. These changes aim to enhance transparency and accessibility in the operations of both councils while ensuring that a sufficient number of members are present to conduct official business. The act is set to take effect upon its passage.
