This bill establishes new quorum requirements and meeting protocols for the State Health Assessment and State Health Improvement Plan Advisory Council, as well as the Commission on the Interdisciplinary Primary Care Workforce. Specifically, it amends RSA 126-A:88 to state that a majority of the appointed members will constitute a quorum, replacing the previous requirement of twenty members. Additionally, it introduces a requirement that at least one-seventh of the total appointed membership must be physically present at meetings, while allowing members to participate remotely, provided they can see and hear each other and the public in attendance. Remote participants are considered present for quorum and voting purposes, and all votes must be conducted by roll call.

Furthermore, the bill mandates that members participating remotely must identify those present with them, and it allows public participation in remotely held meetings, including the ability to testify or ask questions. Similar provisions are included for the Commission on the Interdisciplinary Primary Care Workforce, ensuring consistency in meeting requirements across both bodies. The act will take effect upon its passage.
