This bill establishes a new rental fleet registration program for rental passenger vehicle fleets consisting of 50 or more vehicles, as detailed in the newly inserted section RSA 261:40-b. Under this program, rental car companies can register their fleets, elect a common annual expiration date, and receive registration stickers valid for two years. To enroll, companies must provide a current New Hampshire certificate of good standing and maintain compliance with enrollment criteria. Additionally, the bill modifies the inspection requirements for these rental fleet vehicles, allowing them to be inspected upon purchase and not again until the second year after purchase, as specified in the new paragraph IV-a of RSA 266:1.

The bill also mandates the Department of Environmental Services to facilitate necessary amendments and rulemaking related to state implementation plans and emission laws. It includes provisions for the adoption of rules regarding the enrollment and cancellation of the rental fleet program, as well as the establishment of inspection waivers for fleet vehicles. The effective date of the rental fleet registration program and its associated inspection provisions is contingent upon the approval of amendments to the state implementation plan by the United States Environmental Protection Agency. The remainder of the act will take effect upon passage.
