This bill amends current election laws to allow voters to wear clothing that supports a candidate or measure while voting, effectively removing such clothing from the definition of electioneering. Specifically, it modifies RSA 652:16-h, I to state that individuals eligible to vote who cannot reasonably remove or cover their clothing advocating for a candidate or measure may wear it in polling places while actively engaged in the voting process. The language that previously restricted this allowance has been deleted, and new provisions have been added to clarify the conditions under which this clothing can be worn.
Additionally, the bill authorizes the use of electronic poll book devices not only for voter registration and check-in during elections but also for town meetings, special meetings, and school district business. Amendments to RSA 652:27, I include requirements for compliance with existing voter registration laws and ensure the confidentiality of individual voter data. The bill also mandates that adequate backup systems be in place for electronic poll books, including the ability to generate paper checklists in case of system failures. The act is set to take effect 60 days after its passage, on September 13, 2025.
