This bill amends current election laws to allow voters to wear clothing that supports a candidate or measure while voting, effectively removing such clothing from the definition of electioneering. Specifically, it modifies RSA 652:16-h, I to state that individuals eligible to vote may wear clothing displaying a candidate's name, likeness, or political party logo while actively engaged in the voting process, even if they cannot reasonably remove or cover such clothing. The previous restriction that required voters to cover or remove clothing advocating for a candidate or measure has been deleted.

Additionally, the bill authorizes the use of electronic poll book devices not only for voter registration and check-in during elections but also for town meetings, special meetings, and school district business. Amendments to RSA 652:27, I include provisions for maintaining voter data confidentiality and ensuring that electronic poll books comply with existing voter registration laws. The bill also establishes requirements for backup systems to ensure accurate voter check-in records and mandates that a paper checklist be generated to reflect voter participation in case of system failures. The act will take effect 60 days after its passage.
