Additionally, the bill provides the commissioner with the authority to waive existing standards for repairs or improvements that enhance the protection of public water or the environment, as long as these changes do not convert the structure's use from recreational to residential or commercial. The language clarifies that any expansions must not result in new penetrations of the water or increase the existing footprint or living space. The act will take effect 60 days after passage and is projected to have a minimal fiscal impact of less than $10,000 annually from 2025 to 2028.
