However, it specifies that adding a means of egress required by building codes will not be considered an expansion of the footprint or outside dimensions. Additionally, routine maintenance that does not involve work in the water will not require a permit.

Furthermore, the bill provides the commissioner with the authority to waive existing standards for repairs or improvements that enhance the protection of public water or the environment, as long as these changes do not convert recreational activities into residential or commercial uses. The act will take effect 60 days after passage and is projected to have a minimal fiscal impact of less than $10,000 annually from 2025 to 2028.
