It amends the definition of "eligible student" to include New Hampshire residents aged 21 if they qualify under RSA 186-C:2. Additionally, it increases the requirement for scholarship organizations to award at least 50% of scholarships to these eligible students, up from the previous 40%.

Furthermore, the bill removes the annual income threshold requirement for scholarship recipients after their initial year of qualification, allowing students to retain their scholarships without needing to reapply each year, as long as they continue to meet other eligibility criteria. The changes are set to take effect on July 1, 2025.
