This bill amends the existing law to grant health insurance carriers access to the state immunization registry, known as the New Hampshire Immunization Information System (NHIIS). The amendments include the insertion of "health plans" into the list of entities authorized to access the registry, alongside primary care physicians, nurses, schools, child care agencies, and government health agencies. Additionally, the bill expands the purposes for which the registry information can be used, specifically to improve immunization rates and health care quality improvement efforts, including notifying registrants of overdue or upcoming immunizations.
To facilitate these changes, the bill appropriates $100,000 to the Department of Health and Human Services for the technical modifications necessary to enhance the NHIIS. This funding is intended to ensure secure exchanges of health plan member information while protecting personal health information. The bill is set to take effect on July 1, 2025, and does not authorize new positions or generate additional revenue. The estimated expenditures for the implementation of this bill are projected to be $100,000 in FY 2026.
