This bill establishes the Energy Reliability and Large-Scale Storage Task Force, aimed at developing market-based solutions to enhance electric system reliability through energy storage technologies. The task force will be administratively attached to the Department of Energy and will consist of various members, including representatives from the House of Representatives, the Senate, the Department of Energy, the business community, and public members involved in energy storage development. The task force is tasked with investigating current electricity reliability challenges, identifying the role of energy storage, and developing solutions to incentivize the growth of large-scale energy storage systems. Additionally, the bill appropriates $250,000 from the Renewable Energy Fund to support the task force's activities.

The bill also includes amendments to existing laws, specifically repealing RSA 374-H:3, which pertains to the Department of Energy's investigation of energy storage, and making changes to definitions related to electric utility investment in distributed energy resources. Notably, it modifies the definition of "distributed storage" to include grid-integrated electric vehicles and removes previous references to energy storage as defined in RSA 374-H:1, III. The task force is required to report its findings and recommendations by December 1, 2025, with the bill's provisions taking effect on July 1, 2025, except for the repeal of RSA 374-H:3, which will take effect on December 1, 2025.
