This bill amends the requirements for obtaining building or occupancy permits for properties adjacent to class VI roadways. Specifically, it repeals and reenacts RSA 674:41, I(c) to allow construction on such lots under certain conditions. The new legal language stipulates that applicants must sign a liability waiver acknowledging that the municipality will not maintain the class VI highway or provide services to any lot accessible by it. Additionally, the municipality will not be responsible for any losses or damages due to the lack of services, and the responsibility for such services will rest solely with the applicant.

Furthermore, the bill requires that, before a building permit is issued, the applicant must provide evidence that the signed waiver has been recorded in the county register of deeds and demonstrate that the lot and any buildings on it are insurable. The effective date for this act is set for July 1, 2026.
