This bill amends the therapeutic cannabis program by updating the definition of "provider" to include physician assistants who can prescribe cannabis in accordance with a collaboration agreement, if required. Specifically, it inserts language to clarify that these providers must possess an active registration from the United States Drug Enforcement Administration and adhere to the collaboration agreement as outlined in RSA 328-D:3-b. Additionally, the bill specifies that any concerns regarding provider conduct must be reported to the appropriate regulatory authorities in New Hampshire, as well as in Maine, Massachusetts, or Vermont, ensuring that disciplinary actions taken by these entities can lead to a provider's prohibition from participating in New Hampshire's therapeutic cannabis program.

Furthermore, the bill introduces new prohibitions for providers, including restrictions on accepting remuneration from alternative treatment centers unless employed by them, offering discounts to patients for using specific centers, and holding economic interests in these centers if they issue written certifications. The language also extends these prohibitions to cannabis dispensaries and other cannabis entities in other states, thereby broadening the scope of regulatory compliance for providers. The act is set to take effect 60 days after its passage.
