This bill amends existing education funding laws to expand the definition of "pupil" in relation to school funding, specifically by including those who are enrolled in Medicaid. The term "Pupils eligible for a free or reduced-price meal" is replaced with "Economically disadvantaged pupil," which now encompasses pupils from kindergarten through grade 12 who are either eligible for the federal free or reduced-price meal program or enrolled in Medicaid, provided their household income qualifies them for the meal program. Additionally, it clarifies that no pupil or family is required to participate in either the meal program or Medicaid.
The bill also increases funding for schools with pupils who meet these new criteria. It specifies that municipalities will receive additional funding based on the number of economically disadvantaged pupils, with a set amount of $2,300 for each pupil eligible for free or reduced-price meals or enrolled in Medicaid. The extraordinary need grants for municipalities are adjusted to reflect this new definition, ensuring that funding is allocated based on the economic status of pupils rather than solely on meal eligibility. The act is set to take effect 60 days after its passage.
