This bill amends the regulations regarding mandatory on-site parking requirements for residential units by modifying the maximum number of accessory parking spaces that municipalities can mandate. Specifically, it changes the requirement from a maximum of 1.5 parking spaces to a limit of one parking space per residential unit. The previous provision that allowed for 1.5 parking spaces for studio and one-bedroom units under 1000 square feet designated as workforce housing, as well as for multi-family developments of 10 units or more, has been removed.

The bill aims to provide municipalities with the authority to regulate accessory parking while ensuring that the requirements are not overly burdensome for residential developments. The effective date of the act is set for 60 days after its passage, which is September 13, 2025.
