This bill mandates that local school boards and governing bodies of nonpublic schools serving grades 4 through 12 establish comprehensive emergency action plans for addressing serious sports-related injuries. The plans must include detailed procedures for responding to injuries, a list of trained personnel, the identification of emergency locations and equipment, and the presence of automated external defibrillators (AEDs) at athletic events. Notably, the bill introduces new requirements for CPR training that aligns with evidence-based guidelines from recognized organizations, ensuring that trained individuals supervise school-sponsored sports activities. Additionally, it emphasizes the need for AEDs to be easily accessible during athletic events and outlines policies for managing exertional heat stroke.

To support these initiatives, the bill appropriates $80,000 annually from the general fund for the fiscal years 2026 and 2027 to the Division of Fire Standards and Training and Emergency Medical Services. This funding is intended to assist public and non-public schools in implementing cardiac emergency response plans, including the purchase and maintenance of AEDs, CPR training, and educational materials. Priority for funding will be given to Title I schools and those in high-need districts. Schools must submit their emergency action plans to qualify for these funds, which aim to enhance the safety and preparedness of school athletic programs.
