This bill amends existing laws regarding emergency plans for sports-related injuries in schools, specifically targeting grades 4 through 12. It mandates that local school boards or governing bodies establish comprehensive emergency action plans that include proper procedures for responding to serious injuries, a list of trained personnel, identification of emergency locations and equipment, and the presence of automated external defibrillators (AEDs). Notably, the bill inserts requirements for personnel to be trained in CPR according to guidelines from the American Heart Association or similar organizations, and it specifies that AEDs must be easily accessible at athletic events and maintained according to manufacturer instructions.

Additionally, the bill establishes a dedicated AED fund within the state treasury to support schools in procuring and distributing AEDs, ensuring compliance with the new emergency action plan requirements. It appropriates $1 to the division of fire standards and training and emergency medical services for this purpose and outlines that funding will prioritize schools in high-need districts. The bill also includes provisions for schools to submit their emergency action plans to receive funding, thereby enhancing cardiac emergency preparedness in school athletic activities. The act is set to take effect on July 1, 2025.
