This bill proposes several changes to the regulation of alcoholic beverage sales in the state. It extends the hours for off-premises licensees to sell alcoholic beverages from 11:45 p.m. to 1:00 a.m. and for on-premises licensees from 1:00 a.m. to 2:00 a.m., with the possibility of extending sales until 3:00 a.m. if authorized by local ordinance. Additionally, it allows on-premises licensees to deliver liquor along with meals for home delivery, provided they obtain a restaurant delivery license. The bill also permits on-premises licensees to sell beer in refillable containers and refill those containers with beer, regardless of the branding on the container.

Key insertions in the bill include the addition of "liquor" to the types of beverages that can be delivered and sold with meals, as well as the provision for transporting drinks containing liquor in sealed containers provided by the licensee. The bill deletes previous restrictions on sales hours and delivery practices, thereby expanding the scope of permissible activities for licensees. The act is set to take effect 60 days after its passage.
