This bill amends the current requirements for Holocaust and genocide education in public schools by mandating that instruction includes at least five hours of study on various genocides and the United Nations. Specifically, it adds new legal language to RSA 189:11, I-c(j), which now states that instruction must cover how intolerance and discrimination can lead to genocide and mass violence, including the Holocaust and other genocides. The new requirements also specify that the curriculum must include the United Nations' definition of genocide, the UN resolution on human rights, and discussions on the Holocaust, the Armenian genocide, the Rwandan genocide, the genocide of indigenous peoples in the United States, and the Palestinian genocide.

The bill is set to take effect on July 1, 2025, and while it is expected to have an indeterminable impact on local school district expenditures, it does not project any changes to local revenue. The Department of Education has been contacted regarding the implementation of these new educational requirements.
