This bill amends the powers and duties of cooperative school district budget committees, specifically altering the role of the school board member on these committees. The current law allows a school board member to serve on the budget committee with full voting rights; however, the bill changes this to a non-voting ex-officio capacity. This adjustment is marked by the insertion of the phrase "in an ex-officio, non-voting capacity" in place of the previous language that granted the member "all the powers and duties of any other member of the committee."

Additionally, the bill expands the responsibilities of the budget committee by allowing it to review and evaluate proposed warrant articles and supplemental appropriations involving fund expenditures, including capital reserve withdrawals. The committee must have the opportunity to review these proposals before they can be presented at a legislative body meeting, and no warrant articles can be included on ballots without the committee's approval. These new provisions are indicated by the inserted language detailing the committee's review and voting responsibilities. The act is set to take effect on July 1, 2025.
