This bill establishes new regulations regarding animal testing funded by the state of New Hampshire. The bill prohibits any testing facility that receives state funding from using traditional animal test methods unless the testing is specifically designed to improve the health, wellbeing, or medical treatment of the animals involved. If a facility violates this provision, it will immediately lose its state funding.
Additionally, the bill mandates record-keeping requirements for testing facilities starting January 1, 2027. These facilities must report to the speaker of the house and the president of the senate, detailing the number and species of animals used, the types and numbers of test methods employed, and the purposes of the testing. The act is set to take effect on January 1, 2026.
