This bill establishes new regulations regarding animal testing funded by the state of New Hampshire. It prohibits any testing facility that receives state funds from conducting traditional animal test methods unless such testing is for the "direct benefit of animals," defined as research aimed at improving the health, wellbeing, or medical treatment of the species being tested. If a facility violates this provision, it will immediately lose its state funding. The bill also introduces a new chapter, Chapter 359-V, which includes definitions related to animal testing and outlines the conditions under which testing is permissible.

Additionally, the bill mandates that starting January 1, 2027, all testing facilities must maintain and report records to the state legislature detailing the number and species of animals used, the types of test methods employed, and the purposes of the testing. The effective date for the provisions of this act is set for January 1, 2026. The bill aims to ensure that state-funded animal testing is ethically justified and directly benefits the animals involved.
