This bill establishes new regulations regarding animal testing funded by the state of New Hampshire. It prohibits any testing facility that receives state funds from conducting traditional animal test methods unless such testing is for the direct benefit of the animals involved. The bill defines "direct benefit of animals" as research specifically aimed at improving the health, wellbeing, or medical treatment of the species being tested. If a facility violates this provision, it will immediately lose its state funding.

Additionally, the bill introduces record-keeping requirements for testing facilities, mandating that starting January 1, 2027, they must report to the speaker of the house and the president of the senate on the number and species of animals used, the types and numbers of test methods employed, and the purposes of the testing. The act is set to take effect on January 1, 2026. The new chapter, titled "Use of Animals in Product Testing," is inserted into the existing law, specifically after chapter 359-U.
