This bill amends RSA 21-P:69, IV to enhance the reporting requirements for the northern border alliance program. The new legal language mandates that the semi-annual reports submitted to the governor, senate president, and speaker of the house of representatives must include measurable program results and a detailed accounting of program funding and uses. Specifically, it requires the reporting of any grants provided to state, county, or local law enforcement agencies, detailing who received the grants, the timing, and the purpose of the funds. Additionally, the report must include information on personnel involved in the program, including their rank and title, as well as any equipment or technology purchased through the program.
Furthermore, the bill stipulates that the report must document the number of arrests, citations, and field stops or warnings, along with the date, time, and location of Customs and Border Protection-related incidents. It also requires aggregate data on the municipality and country of residence for individuals in these categories, and for those arrested or cited, the report must include racial demographics as indicated on relevant legal documents. The first report is due by December 31, 2023, and the act will take effect 60 days after its passage.
