This bill amends the existing law regarding the northern border alliance program by introducing specific reporting requirements for its semi-annual reports. The amended section, RSA 21-P:69, IV, now mandates that the program's reports include measurable results, detailed accounting of funding, and the provision of grants to state, county, or local law enforcement agencies. The reports must specify who received the grants, the timing of the grants, and their intended use. Additionally, the reports are required to detail the number of personnel involved in the program, their ranks and titles, as well as any equipment or technology purchased through the program.

Furthermore, the bill stipulates that the reports must include comprehensive data on law enforcement activities, such as the number of arrests, citations, and field stops, along with the date, time, and location of related incidents. It also requires the aggregation of demographic data, including the municipality and country of residence for individuals involved, and the race of those arrested or cited, as indicated on relevant legal documents. The first report under these new requirements is due by December 31, 2023, and the act will take effect 60 days after its passage.
