This bill mandates that the supervisor of the checklist must verify a voter's proof of domicile before they are permitted to vote. The existing law, RSA 659:13, I(c), is repealed and reenacted to include new provisions. Specifically, if a voter lacks acceptable proof of residency—such as a utility bill, lease, or deed—the ballot clerk is required to refer the voter to the supervisor of the checklist. The supervisor will then assess the voter's qualifications and the validity of their proof of residency.
If the supervisor confirms the voter's qualifications and identity, the voter will be allowed to cast their ballot. Conversely, if the supervisor finds that the qualifications and identity are not established, the voter will be denied the right to vote. In such cases, the voter has the option to appeal the decision immediately to the superior court, as outlined in RSA 654:12, V. The bill is set to take effect 60 days after its passage.
