This bill mandates that voters must provide proof of their domicile before being permitted to vote. Specifically, it repeals and reenacts RSA 659:13, I(c) to include new provisions that require the ballot clerk to direct voters without adequate proof of residency—such as a utility bill, lease, or deed—to the supervisor of the checklist. The supervisor is then responsible for reviewing the voter's qualifications and verifying the validity of their proof of residency or domicile.
If the supervisor confirms the voter's qualifications and identity, the voter will be allowed to cast their ballot. Conversely, if the supervisor finds that the qualifications and identity are not established, the voter will be denied the right to vote. In such cases, the bill allows for an immediate appeal to the superior court, as outlined in RSA 654:12, V. The act is set to take effect 60 days after its passage.
