This bill mandates that the supervisor of the checklist must verify a voter's proof of domicile before they are permitted to vote. The existing legal language in RSA 659:13, I(c) is repealed and replaced with new provisions that require voters without adequate proof of residency—such as a utility bill, lease, or deed—to be directed to the supervisor of the checklist. The supervisor is then responsible for reviewing the voter's qualifications and determining the validity of their proof of residency or domicile.
If the supervisor confirms the voter's qualifications and identity, the voter is allowed to cast their ballot. Conversely, if the supervisor finds that the qualifications and identity are not established, the voter will be denied the right to vote. In such cases, the bill allows for an immediate appeal to the superior court as outlined in RSA 654:12, V. The act is set to take effect 60 days after its passage.
