This bill introduces the concept of "social districts" and allows municipalities to establish such districts where individuals can consume alcoholic beverages sold by licensed establishments. The bill defines a "social district" as a designated outdoor area, excluding the premises of the licensee, where consumption is permitted. It outlines the process for towns and cities to approve social districts, which includes placing the question on the ballot for a vote, holding public hearings, and providing clear signage within the district. Municipalities that approve social districts must also submit detailed maps and management plans to the liquor commission.

Additionally, the bill sets forth specific requirements for the sale and consumption of alcoholic beverages within social districts. Licensees can only sell beverages in containers that are non-glass, clearly identify the seller, and display a unique logo for the district. The bill mandates that alcoholic beverages must be consumed within the social district and disposed of before exiting, unless reentering the licensed premises. The legislation also allows for the possibility of rescinding the approval of social districts through a similar voting process. The act will take effect 60 days after passage.
