This bill establishes a framework for the creation and regulation of "social districts" within municipalities, allowing for the consumption of alcoholic beverages in designated outdoor areas. It introduces new definitions, including "licensee" and "social district," and outlines the process by which towns and cities can approve the operation of social districts through public voting. The bill mandates that municipalities must hold public hearings and provide clear signage indicating the boundaries and regulations of the social district, including the hours of operation and contact information for local authorities.
Additionally, the bill sets forth specific requirements for the sale and consumption of alcoholic beverages within these social districts. Licensees are permitted to sell alcoholic beverages for consumption in the social district, provided they meet certain criteria regarding the containers used and the identification of the licensee. The legislation also stipulates that individuals may only possess and consume beverages purchased from licensed establishments within the social district and must dispose of any remaining beverages before exiting the area, unless reentering the premises where the beverage was purchased. The bill will take effect 60 days after its passage.
