reusable security containers and
locking containers for ballot preservation, as well as the requirement for
serialized proprietary sealers that utilize
frangible paper seals. The Secretary of State is tasked with preparing these containers and sealers, ensuring they meet specific size and form requirements. Additionally, the bill mandates that the delivery of sealed containers to town or city clerks be documented, including the time and signatures of the individuals involved.
Further amendments include stipulations for maintaining a log by the clerk that details the location of stored containers and the individuals authorized to access them. The bill also specifies that when ballots are forwarded to the Secretary of State, the clerk must document the time and date of this action on the
chain of custody documentation, which the Secretary of State will then certify upon receipt. The act is set to take effect 60 days after its passage.
