This bill establishes a new commission under RSA 672 to study solutions related to growth, traffic, planning, and land use in ten specified towns: Bedford, Derry, Goffstown, Hooksett, Hudson, Litchfield, Londonderry, Merrimack, Pelham, and Windham. Each town will appoint one representative, who may be a state representative, town council or select board member, or a planning board member. The commission will share best practices and work on solutions to the identified issues, meeting as necessary and concluding with a report due by November 1, 2026. Members will receive mileage reimbursement for their duties, and a chairperson will be elected from among the members.

Additionally, the bill includes a repeal of RSA 672:1-a, which pertains to the study of growth, traffic, planning, and land use, effective November 1, 2026. The remainder of the act will take effect upon its passage. The establishment of this commission aims to address pressing local concerns regarding urban development and infrastructure in the designated towns.
