This bill amends RSA 91-A by adding a new section, 91-A:5-b, which allows state lottery winners to remain anonymous under specific conditions. The new legal language stipulates that the lottery commission will not disclose the winner's name, town or residence, date of the prize, and the gross and net amounts of the annual prize payment if the winner submits a written request for anonymity. To qualify for this anonymity, the winner must meet at least one of the following criteria: be a victim of domestic violence, have an active restraining order against another person, or file a petition in superior court to maintain anonymity, which can be done using a pseudonym.

The bill also includes a provision that the petition for anonymity must be served upon the commissioner of the lottery, who has 20 days to respond. This legislation aims to enhance the safety and privacy of lottery winners who may be at risk due to their newfound wealth. The act is set to take effect 60 days after its passage, with an effective date of September 30, 2025.
