This bill amends the composition and responsibilities of the Parent and Education Service Provider Advisory Commission, increasing its membership from 7 to 9 members, who must be parents of Education Freedom Account (EFA) students or education service providers and represent at least four counties in the state. The members will be appointed by the director of the scholarship organization and will serve for one year, with the possibility of reappointment. The bill also establishes that five members will constitute a quorum for the commission's meetings, which are required to occur at least quarterly. Additionally, the commission will review appeals regarding education service provider denials and make recommendations for legislative changes related to the EFA program.

Furthermore, the bill introduces two new surveys: the Education Freedom Account Impact Survey and the Education Freedom Account Parent Satisfaction Survey. The impact survey will be developed by the Department of Education and distributed to parents of students who have exited public schools, gathering feedback on their reasons for seeking an EFA and suggestions for improvements. The satisfaction survey will solicit feedback from at least 90% of parents or legal guardians of participating students, assessing their satisfaction with their child's education options and any improvements in academic achievement. The results of these surveys will be aggregated and reported to relevant legislative leaders. The act will take effect 30 days after its passage.
