This bill amends the composition and responsibilities of the Parent and Education Service Provider Advisory Commission, increasing its membership from 7 to 9 members, who must be parents of Education Freedom Account (EFA) students or education service providers, representing at least four counties in the state. The commission will now require a quorum of five members and will meet quarterly to review appeals regarding education service provider denials, assess the application and approval processes for account expenses, and make recommendations for legislative changes. Additionally, the commission is mandated to submit an annual report starting in 2026 to various legislative leaders.
Furthermore, the bill introduces two new surveys: the Education Freedom Account Impact Survey and the Education Freedom Account Parent Satisfaction Survey. The impact survey will gather feedback from parents of students who have exited public schools, while the satisfaction survey will solicit responses from at least 90% of parents or legal guardians of participating students regarding their satisfaction with the education options available through the EFA program. The results of these surveys will help assess the effectiveness of the EFA program and identify areas for improvement. The act will take effect 30 days after its passage.
