This bill amends the composition and responsibilities of the Parent and Education Service Provider Advisory Commission, increasing its membership from 7 to 9 members, who must be parents of Education Freedom Account (EFA) students or education service providers representing at least four counties in the state. The commission will now require a quorum of five members and will meet quarterly to review appeals regarding education service provider denials, assess the program application process, and make recommendations for legislative changes. Additionally, the commission is mandated to submit an annual report starting in 2026 to various legislative leaders.
Furthermore, the bill introduces two new surveys: the Education Freedom Account Impact Survey and the Education Freedom Account Parent Satisfaction Survey. The impact survey will gather feedback from parents of students who have exited public schools, while the satisfaction survey will solicit responses from at least 90% of parents or legal guardians of participating students regarding their satisfaction with educational options and perceived improvements in academic achievement. The results of these surveys will be aggregated and analyzed to inform future decisions regarding the EFA program. The act will take effect 30 days after its passage.
