This bill amends the structure and responsibilities of the Advisory Committee on State Procurement. It repeals the existing RSA 21-I:14-d and enacts a new version that establishes the committee with a focus on enhancing local food production and conservation efforts. The committee will consist of three members from the House of Representatives, appointed by the Speaker, and will be tasked with assessing current practices for procuring locally produced food, evaluating the economic and environmental impacts of conservation-focused farming, developing recommendations for incentive mechanisms, and aligning its findings with state food system planning goals.

Additionally, the bill specifies that the committee will elect a chairperson and must hold its first meeting within 45 days of the effective date. It requires the committee to report its findings and recommendations for proposed legislation to various state officials by November 1, 2025. The bill also includes a provision that the repeal of the previous law will take effect on the same date, while the rest of the act will take effect upon passage.
