This bill proposes significant changes to the structure and responsibilities of the office of energy innovation and related entities in New Hampshire. It removes the office of offshore wind industry development from the office of energy innovation and repeals both the offshore wind industry workforce training center committee and the offshore and port development commission. The grid modernization advisory council and the hydrogen advisory council will be relocated to the office of energy innovation, which will now focus on supporting clean energy resources in the Gulf of Maine, including assessments of port facilities and workforce development.

The bill also establishes a hydrogen advisory committee within the office of energy innovation and outlines the funding sources for workforce development initiatives, excluding the previously mentioned offshore wind industry workforce training center committee. The act will take effect 60 days after its passage.
