This bill establishes a charitable gaming oversight commission, modifies its membership and duties, extends its existence by ten years, and allocates funding to support its operations. The commission will consist of seven voting members, including key legislative figures from both the Senate and House, as well as two additional House members appointed by the Speaker. Additionally, there will be nine non-voting members, including four citizens with no financial interest in charitable gaming, two citizens appointed by the governor representing gaming operators and charities, the executive director of the lottery commission, the attorney general, and one public member appointed by the governor. The commission is tasked with reviewing charitable gaming laws, including historical horse race gaming, and making recommendations for necessary changes.

The bill also includes a provision to amend the effective date of a previous act, changing it from July 1, 2025, to July 1, 2035. Furthermore, it appropriates $100,000 for the biennium ending June 30, 2027, to the lottery commission to support the work of the oversight commission, with the funds being nonlapsing. The commission is required to submit annual reports to the general court, starting on November 1, 2026, detailing its findings and recommendations. The first meeting of the commission is to be held within 60 days of the effective date, with a quorum established by four voting members.
