This bill amends the existing law regarding the management and regulation of town real property by establishing new requirements for selectmen when renting or leasing town-owned property. Specifically, it mandates that selectmen must obtain an approval vote from the legislative body for leases exceeding one year, up to a maximum of 99 years. For leases of one year or less, selectmen can proceed without legislative approval. Additionally, if the legislative body grants universal authority through a vote, selectmen can lease property for up to five years without further action.

The bill also modifies the language in RSA 41:11-a, II and III, by removing the previous requirement that any rental or lease agreement for more than one year must be ratified by a town vote. Instead, it introduces provisions that allow selectmen to lease property for one year without legislative action and outlines the process for obtaining approval for longer leases. The changes ensure that the authority granted to selectmen remains effective until rescinded by the legislative body, while also clarifying that existing leases prior to the bill's effective date will not be affected. The act will take effect 60 days after its passage.
