It amends RSA 659:13, I(b) to require proof of identity that meets specific criteria, including a photograph and a name that substantially matches the voter's registration record. The bill specifies that valid forms of identification include a driver's license issued by the state of New Hampshire or the federal government, a United States armed services identification card, and a United States passport. Notably, it introduces new provisions allowing voters who have been on the checklist for fewer than 63 days to use a driver's license or nondriver's identification card issued by any state, provided it corresponds to their last registered voting address.

Additionally, the bill removes previous language that allowed for out-of-state identification and student identification cards under certain conditions. It also requires the Secretary of State to provide training for checklist supervisors and develop an informational pamphlet on obtaining picture identification cards for voting purposes.
