This bill mandates that superintendents must provide quarterly reports to school boards regarding special education statistics within their districts. The new section, 186-C:5-a, outlines that these reports are to be submitted for the periods ending March 31, June 30, September 30, and December 31, and must be delivered within 45 days after each quarter's end. Importantly, the reports are required to exclude any personally identifiable student information. The content of the reports will include various metrics such as the number of students with Individualized Education Programs (IEPs) and Section 504 plans, the number of special education personnel, costs associated with special education services, and the number of complaints and dispute resolution cases.
Additionally, the bill allows superintendents the option to provide reports that comply with existing federal and state education regulations as an alternative to the specified metrics. The reports must be made publicly available on the school district's website within 10 calendar days following the school board meeting where the report is presented. The act is set to take effect 60 days after its passage.
