This bill mandates that superintendents provide local school boards with quarterly reports on special education statistics within their districts. The new section, 186-C:5-a, outlines specific requirements for these reports, which must be submitted within 45 days following the end of each quarter (March 31, June 30, September 30, and December 31). The reports are required to include various data points, such as the number of students with Individualized Education Programs (IEPs) and Section 504 plans, the number of special education personnel, costs associated with special education services, and the number of complaints and dispute resolution cases. Importantly, the reports must not contain any personally identifiable information about students.
Additionally, the bill stipulates that the quarterly reports must be made publicly available on the school district's website within 10 calendar days after the school board meeting where the report is presented. As an alternative, superintendents may choose to provide reports filed with the Department of Education that comply with federal and state education laws. The act is set to take effect 60 days after its passage.
