This bill amends the existing laws regarding the Oil Discharge and Disposal Cleanup Fund, specifically increasing the reimbursement caps for owners of on-premise-use facilities who demonstrate financial need. The total reimbursement for costs to meet local and department operating standards is raised from $3,300 to $4,000, while the reimbursement for underground storage tank abandonment or removal costs is increased from $2,500 to $4,500. Additionally, the deadline for the board to submit its annual report on the status of the cleanup fund is changed from October 1 to March 1.
Furthermore, the bill modifies the licensing fees for individuals importing oil into the state. The fee for on-road and off-road gasoline and diesel fuel is reduced from $0.01625 to $0.01546 per gallon, while the fee for fuel oil and diesel products is increased from $0.01375 to $0.02715 per gallon. The bill also removes the oil fund disbursement board from the administration of the oil pollution control fund, transferring that responsibility to the department of environmental services. The effective dates for various sections of the bill are staggered, with some provisions taking effect as early as January 1, 2026, and others on July 1, 2035.
