The bill mandates the division of motor vehicles, in collaboration with the New Hampshire council on autism spectrum and trauma and stressor-related disorders, to design and distribute these envelopes at no cost. The envelopes will include instructions for use, a space for emergency contact information, and the capability to hold a driver's license, vehicle registration, and relevant health information.

The bill also outlines the process for obtaining a blue envelope, which requires proof of the specified disorders from the individual or their parent/guardian if the individual is a minor. Additionally, it grants the commissioner of safety the authority to adopt rules regarding the content and format of the envelopes, acceptable proof of the disorders, and requirements for attaching the envelope to the driver's visor. The effective date for this program is set for January 1, 2026.
