The blue envelopes will include guidance on communication, a space for emergency contact information, and the capability to hold a driver's license and relevant health information. The program is accessible to individuals with the specified disorders or their guardians, who must provide proof of the disorder to obtain an envelope. Additionally, the commissioner of safety is authorized to adopt rules regarding the content and format of the envelopes, acceptable proof of disorders, and attachment requirements for the envelopes in vehicles. The bill is set to take effect on January 1, 2026.
