Additionally, the Commissioner of Safety is authorized to adopt rules regarding the content and format of the envelopes, acceptable proof of the disorders, and attachment requirements. The act is set to take effect on January 1, 2026, and is expected to have a fiscal impact of less than $10,000 annually from 2025 to 2028.
