The New Hampshire Division of Motor Vehicles, in collaboration with the New Hampshire Council on Autism Spectrum and Trauma and Stressor-Related Disorders, is tasked with designing and distributing these envelopes at no cost. The envelopes will include guidance on communication, a space for emergency contact information, and the capability to hold a driver's license, vehicle registration, and relevant health information.

The bill outlines the process for obtaining a blue envelope, which requires proof of the specified disorders from the individual or their parent/guardian if the individual is a minor. Additionally, it mandates that the guidance on the envelope instructs users to attach it to the driver's visor for easy access. The Commissioner of Safety is authorized to adopt rules regarding the content and format of the envelopes, acceptable proof of disorders, and attachment requirements. The act is set to take effect on January 1, 2026.
