This bill proposes to extend the annual closing date for Off-Highway Recreational Vehicle (OHRV) trails on the Connecticut Lakes headwaters working forest property from September 30 to the second Monday in October, which is recognized as Columbus Day. The new legal language inserted into the current law establishes a new section, 215-A:3-c, which explicitly states that, notwithstanding any existing conservation easement provisions or other contracts, laws, or rules, all OHRV trails on this property shall remain open until the specified date.

The bill is set to take effect upon its passage and is expected to have a minimal fiscal impact, estimated at less than $10,000 for each fiscal year from 2025 through 2028. The agencies contacted regarding this legislation include the Fish and Game Department and the Department of Natural and Cultural Resources.
