This bill introduces a new definition for "part-time teacher" in New Hampshire law by adding a new section, RSA 189:39-c, to the existing education statutes. Under this new definition, a part-time teacher is not required to hold a state board of education credential if they meet specific criteria, including working up to 20 hours per week, obtaining a criminal history record check clearance, being employed by a university or community college, and possessing relevant expertise or professional experience in the subject they teach. Additionally, part-time teachers are required to adhere to the New Hampshire code of conduct and ethics for educational professionals.

The bill also stipulates that individuals who have had their educator credentials revoked or who are otherwise ineligible to teach under existing laws cannot qualify as part-time teachers. The state board of education is tasked with adopting rules to implement this new section. The effective date of the bill is set for July 7, 2025.
