This bill introduces a new definition for "part-time teacher" in New Hampshire law by amending RSA 189. The new section, 189:39-c, specifies that a part-time teacher is not required to hold a state board of education credential if they meet certain criteria, including working up to 20 hours per week, obtaining a criminal history record check clearance, being employed by a university or community college, and possessing relevant expertise or professional experience in the subject they teach. Additionally, part-time teachers are required to adhere to the New Hampshire code of conduct and ethics for educational professionals.
The bill also stipulates that individuals who have had their educator credentials revoked or who are ineligible to be employed as educators under other laws are not eligible to teach as part-time teachers. Furthermore, it mandates that the state board of education adopt rules to implement this new section. The legislation is expected to have a minimal fiscal impact of less than $10,000 in each fiscal year from 2025 to 2028.
