This bill amends RSA 31:113 to allow city or town forest committees to identify and offer any surplus funds from the special forest maintenance fund to the respective city or town for deposit into the general fund. The new legal language specifies that if the forestry committee determines there is a surplus, they may propose this surplus to the governing body of the city or town, which must then vote to accept the funds for deposit.

The bill also maintains the existing provisions regarding the establishment and maintenance of city or town forests, including the ability to raise and appropriate necessary funds, while allowing the proceeds to accumulate in the special forest maintenance fund unless otherwise decided by the legislative body. The effective date of the act is set for 60 days after its passage.
