This bill amends existing law to allow municipal forest committees or conservation commissions to identify surpluses in the special forest maintenance fund and offer these surpluses to the municipality for deposit into the municipal unreserved fund balance. Specifically, it adds provisions to RSA 31:113, stating that if a surplus is determined by the forestry committee or conservation commission, they may, following a majority vote, propose this surplus for deposit. The municipality's legislative body must then vote to accept the surplus.

The bill also includes a deletion of the previous stipulation that may have restricted the handling of surplus funds. The new language clarifies the process for municipalities to manage surplus funds from the special forest maintenance fund, thereby enhancing financial flexibility for local governments. The act is set to take effect 60 days after its passage.
