It introduces new subparagraphs to RSA 674:36, allowing local planning boards to request water supply studies to ensure adequate water availability as housing density increases. The bill mandates that provisions be included to guarantee sufficient water quantity for existing, proposed, and anticipated future land uses, while also protecting water-dependent natural resources. Additionally, it establishes minimum testing requirements for on-lot private wells to ensure adequate water supply. Notably, these regulations do not apply to community water systems or large groundwater withdrawals governed by RSA 485 and RSA 485-C.

Furthermore, the bill clarifies the financial responsibilities of applicants by allowing planning boards to require them to cover costs associated with notifying abutters and other reasonable local administrative or investigative expenses for more complex applications. This new provision aims to streamline the application process while ensuring that local boards can effectively manage the implications of increased housing density on water resources. The act will take effect 60 days after its passage.
