This bill mandates the commissioner of the Department of Health and Human Services to produce a detailed annual report on all costs incurred by the Division for Children, Youth, and Families. The report, which is to be submitted by September 1 each year, will include comprehensive information on personnel costs, funding sources, and the status of positions within the division. Specifically, it will detail whether positions are authorized by statute or solely by the commissioner, their employment status (part-time, full-time, temporary, or permanent), job classifications, and any shared positions with other divisions or departments. Additionally, the report will identify any federal contracts associated with these positions.

Furthermore, the bill requires the commissioner to provide quarterly updates on any changes to personnel or authority transfers within the division. The new legal language inserted into RSA 126-A:4 establishes this reporting requirement, while no existing legal language is deleted. The bill is set to take effect 60 days after its passage, and the Department of Health and Human Services has indicated that it will have no fiscal impact.
