This bill establishes that the World Health Organization (WHO), the United Nations (UN), and the World Economic Forum (WEF) shall have no jurisdiction or authority within the state of New Hampshire. It prohibits the enforcement or implementation of any rules, regulations, fees, taxes, policies, or mandates from these organizations by the state or its political subdivisions, including counties, cities, towns, and school districts. Additionally, the bill amends existing law to replace references to the UN's WHO with the World Directory of Medical Schools, thereby altering the qualifications for medical licenses in the state.
Furthermore, the bill creates a new cause of action against local government entities that enforce policies based on the claims of the WHO, UN, or WEF. It specifies that any claims against these entities for such enforcement will be subject to the existing limits on awards under RSA 541-B, which cannot be increased by insurance proceeds. The bill also includes a provision that defines a "foreign pharmacy graduate" in relation to the World Directory of Schools of Pharmacy published by the WHO, while maintaining the limitations on awards from insurance policies. The act is set to take effect 60 days after its passage.
