This bill establishes a legislative committee to study the sharing of confidential records among members of a multidisciplinary child protection team. The bill acknowledges the necessity for clear and immediate communication and document sharing between law enforcement, the medical community, and child protection services to prevent and address child abuse. It recognizes that existing statutes and privacy mandates may not be adequately facilitating the protection of children and seeks to find solutions to improve collaboration among these entities.

The committee will consist of members appointed from the Senate, the House of Representatives, and various stakeholders, including representatives from the Division for Children, Youth and Families (DCYF), the attorney general's office, the judiciary, law enforcement, medical professionals, and others. The committee is tasked with studying confidentiality laws, examining barriers to communication, identifying best practices, and considering necessary rulemaking. It will also review information-sharing practices in other states and the impact of adjudication and disposition timelines on complex cases. The committee is required to submit a report with findings and recommendations for proposed legislation by November 1, 2024. The act will take effect upon its passage, with an approval date of July 26, 2024.
