This bill establishes a waiting period of 3 days between the purchase and delivery of a firearm, with certain exceptions. It prohibits licensed importers, manufacturers, dealers, and collectors from transferring or delivering a firearm to anyone other than a licensed importer, manufacturer, dealer, or collector until the waiting period has expired. The bill also requires these licensed individuals to make records of firearm sales available for inspection by the Bureau of Alcohol, Tobacco, Firearms, and Explosives. The waiting period does not apply to certain circumstances, such as the trade-in of a firearm, the purchase of a rifle or shotgun after completing a hunter education course, or when a rifle or shotgun is being purchased by certain law enforcement officers or members of the armed forces. Violation of this law is a class B felony. The bill will take effect on January 1, 2025.
