This bill proposes to replace the current deer seal system with a confirmation number system for the possession, transportation, and registration of wild deer and moose carcasses. The bill amends RSA 208:9, I to require that no person shall possess the carcass or any part of the carcass of wild deer or moose without a registration confirmation number or without the deer or moose tag attached to it, except by special permission of the executive director or the executive director's agent. It removes the requirement for a registration seal and replaces it with the requirement for a registration confirmation number.

Further amendments are made to RSA 208:12 and RSA 208:13, which pertain to the transportation of deer by residents and nonresidents, respectively. Both sections are updated to reflect the change from a registration seal to a registration confirmation number. Additionally, RSA 208:15-a and 208:15-b are amended to establish the process for registering deer at designated stations and to provide a registration confirmation number for each deer, with the list of agents and registration stations to be published annually in the New Hampshire Hunting and Trapping Digest. The act is set to take effect 60 days after its passage, with an effective date of September 24, 2024.
