This bill directs the Department of Health and Human Services to apply for and participate in the Supplemental Nutrition Assistance Program (SNAP) Elderly Simplified Application Project and the federal Summer Electronic Benefit Transfer (EBT) program. The bill includes appropriations for the biennium ending June 30, 2025, to fund personnel, systems, technology, transaction fees, one-time setup costs, and outreach associated with the Summer EBT program, as well as technology costs for the SNAP elderly simplified application. It also allows the department to accept and expend matching federal funds without prior approval from the fiscal committee of the general court.
Additionally, the bill authorizes disaster relief aid for municipalities that suffer damage in natural disasters, establishing a New Hampshire emergency response and recovery fund to provide immediate liquidity for towns in disaster situations and to match funds for federal emergency management agency relief assistance grants. The governor is granted the power to declare a disaster in the event of a natural disaster or severe weather event in one or more municipalities. The bill stipulates that municipalities may request infrastructural disaster relief more than once a year but are limited to $25,000 in grant money annually. Sections 1-2 of the act will take effect on July 1, 2024, while sections 3-6 will take effect on August 2, 2024.
