This bill amends the authority of the Department of Energy and the Public Utilities Commission in New Hampshire to promote and adopt telephone number conservation measures for area code 603, in accordance with federal law. It repeals and reenacts RSA 374:59 to define relevant terms such as "Commission," "Department," "North American Numbering Plan Administrator" (NANPA), and "Service Provider," which now includes interconnected VoIP service providers. The bill outlines the Department's authority to reclaim telephone numbering resources, ensure compliance with thousands-block pooling regulations, and order rate center consolidation if deemed necessary.
The bill grants the Department the power to exercise any authority provided by federal regulations to maximize numbering resources and subjects all service providers, including cellular, paging, VoIP, and IP-enabled service providers, to the Department's authority regarding telephone numbering resources. These providers may be specially assessed for the costs of investigations and proceedings related to number conservation and are subject to penalties for non-compliance. Additionally, providers of interconnected VoIP services must register with the Department before requesting numbering resources and notify the Commission at least 30 days before doing so. The act takes effect on July 26, 2024.
